Management system certificates

Four management systems are certified by accredited third-party bodies. ISO 9001 (quality), ISO 14001 (environment) and ISO 45001 (occupational health and safety) are issued by Beijing Shibiao Certification Center (WSF), CNAS C038-M; ISO 22000 (food safety) is issued by NOA Certification, CNAS C051-M.

The scope of all four certificates covers the production of polyethylene blown film and cast polypropylene (CPP) film — the same two product families shown on this website.

How to read these documents. Every certificate and report on this page is published as a reference copy. QR codes have been disabled so the files cannot be reused as a working proof of certification, a PPEFLEX watermark is embedded in the image, and resolution is deliberately reduced. Certificate and report numbers are left legible on purpose — quote them to the issuing body, or ask us for a sealed copy, to verify any document. As the test reports themselves state, a copy is not valid without the original special stamp and the signatures of the test body.

Government production licence

Food-contact plastic packaging produced in China requires a National Industrial Product Production Licence issued by the market supervision authority. Ours covers food packaging containers, tools and articles made of plastic, category non-laminated film and bags.

The licence permits two processes specifically: packaging polyethylene blown film (PE homopolymer and ethylene / 1-butene copolymer, multi-layer co-extrusion and slitting) and cast polypropylene (CPP) film (PP homopolymer and PP / ethylene copolymers, casting and slitting). Chemical raw materials and modified materials are outside the licensed scope.

Note on our scope. The licence covers PE blown film and CPP cast film only. It does not cover laminated (composite) structures, printing inks or chemical raw materials, and we do not present it as covering them. If your project needs a laminated structure we will say so and point you to a converter rather than stretch the scope.

Third-party test reports

Seven current reports cover both film families and our food-packaging zipper profiles, issued by Zhejiang Fangyuan Test Group (National Center of Quality Inspection for Prepackaged Foods, Zhejiang) and the Shandong Institute for Product Quality Inspection (National Inspection and Testing Center for Packaging Products, Jinan).

What the reports actually say

The first page of each report states the decision criteria, the number of items tested, the test period and the conclusion — that is where the compliance statement actually lives, so we publish it alongside the cover.

What was tested, and under which conditions. The conclusion on all four reports reads, in the laboratory’s own words, that the results of the items tested meet the requirements of the decision criteria — it covers the listed test items, not every conceivable property of the material. The CPP report covers a PP premium-grade sample, the PE report a PE-LD / PE-LLD qualified-grade sample, and each zipper report a batch of 100 pieces. Where the reports state intended-use conditions (ambient storage, six months, single use, surface-area-to-mass ratio 6 dm²/kg, dry food contact) those conditions are part of what was assessed, so tell us your real fill, process temperature and shelf life and we will confirm whether the tested scope matches.

Two clarifications we would rather state up front. First, the US FDA does not issue certificates for food-contact materials — compliance is declared by the manufacturer under 21 CFR 177, and that is what we can supply. Second, food-contact compliance is always specific to the finished article, so please send us the intended use, temperature and food type and we will confirm whether our documented scope actually covers your application instead of assuming it does.
